Business and Finance Officer I - Special Duty At King County

Location: Seattle, Washington

Job Description

The DCHS Finance Section is looking for a skilled, knowledgeable, and enthusiastic team player who will be responsible for the day to day accounting transactions, regular monitoring of expenditures and reporting for fund transactions for the Behavioral Health and Recovery Division (BHRD).

The Business and Finance Officer I reports to the Business and Finance Officer III and performs accounting transactions including payment of extremely complex invoices; recording revenue transactions from other governmental agencies and/or Managed Care Organizations (MCO); preparing reconciliations. Under general supervision, this position may assist in the preparation of the biennial operating budget, tracking and analyzing expenditures, maintaining the integrity of the operating budget, oversight of the accounting functions, and reviewing expenditures with management and project managers which helps drive the strategic decision making process for their programs.

Work Schedule: This position is scheduled to work 40 hours per week, Monday through Friday, and is overtime eligible with pre-approval from the supervisor.

Job Duties

  • Perform accounting transactions including payment of extremely complex invoices; recording revenue transactions; preparing interfund transfers to/from other agencies within King County; and preparing documentation and audit trails for all recorded transactions.
  • Field inquiries from Provider Network regarding monthly payment and billing transactions.
  • Reconcile County financial systems with internal financial systems and multiple funding sources that have different fiscal years.
  • Provide integrated reporting for programs and funding that show calendar year/biennium information as well as alternate fiscal year and/or biennium information.
  • Work collaboratively with program managers to gather information regarding their programs, and in turn provide reporting that assists them in managing their programs.
  • Administer and monitor grants, contracts, and specialized funding streams. Read and become an expert on grants and contracts and associated financial requirements.
  • Perform ad hoc financial analysis of various BHRD programs, revenue contracts, funds and appropriations. Prepare written descriptions of your financial analysis, and be able to explain them to non-financial staff.
  • Perform fiscal site visits to ensure compliance with BHRD and BHRD's funders' requirements. Perform audit analysis of service providers' records and make recommendations for corrective actions.
  • Extract, organize, and review financial records, data and reports from the Oracle Enterprise Business Solutions (EBS) and Oracle Business Intelligence (BI) and other internal systems to ensure the accuracy of revenues and expenditures.
  • Serves as an accounts payable process technical expert.
  • Assist with the annual Schedule of Expenditures of Federal Awards (SEFA) preparation.
  • Collaborate with other Business and Finance Officers within department to assist with interpretation and implementation of funding requirements.
  • Assist with department-wide financial management as needed.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Knowledge of budgeting, finance, managerial and financial accounting.
  • Three years of comprehensive accounting experience.
  • Experience working with automated financial management systems.
  • Advanced knowledge of financial information systems.
  • Knowledge and experience with Generally Accepted Accounting Principles (GAAP).
  • Excellent communication skills, both verbal and written.
  • Intermediate Microsoft Excel skills utilizing functions such as pivot tables, vlookup, if-then functions, etc.
DESIRED QUALIFICATIONS:
  • Experience working with federal and state grants.
  • Bachelor's degree in accounting, finance, business administration and/or equivalent education and experience.
  • Experience with Oracle/EBS, Hyperion and Oracle Business Intelligence reporting systems.
  • Knowledge of King County programs, funding sources, policies and requirements.
  • Knowledge of governmental accounting and finance.
