Senior Management Analyst At City of San Antonio

Location: San Antonio, Texas

Job Description

Under general direction, is primarily responsible for acquisition, preparation, and comprehensive analysis of data from various sources, including survey data, publicly available datasets, and hospital discharge data. Additional responsibilities include geographic mapping of data, preparation of health data fact-sheets and in-depth reports, contribution to grant applications, and close collaboration with internal and external programs on data-related matters. This position requires knowledge and routine use of epidemiological methods, statistical software, and data mapping and visualization tools. Exercises direct supervision over assigned staff.

The San Antonio Metro Health District (SAMHD) provides public health services to clients, which may include risk for exposure to and possible transmission of vaccine-preventable diseases. Employees in high-risk positions will be required to obtain relevant immunizations, per SAMHD Policy DM13.2. Review and consideration will be given to requests for exemption from this policy.

This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.


ESSENTIAL JOB FUNCTIONS:


  • Initiates and manages contracts for the Oral Health Program.
  • Assists with creating Standard Operating Procedures.
  • Plans and conducts organizational studies to improve the utilization of human and other organizational resources.
  • Analyzes complex data, policies, practices, systems, procedures, and develops written summaries on findings and recommendations.
  • Evaluates and recommends staffing levels to ensure effective utilization of human resources.
  • Consults with departments or divisions to improve productivity and delivery of services.
  • Prepares and monitors annual budget for a large department.
  • Prepares management reports and delivers presentations.
  • Prepares detailed written reports and presentations on proposed and ongoing projects.
  • Coordinates departmental projects with city-wide impact, to include the dissemination and communication of information to affected City departments.
  • Prepares grant applications for securing project funds from governmental agencies and financial institutions in coordination with the City Attorney, City departments, other governmental entities, private firms, and citizens.
  • Performs related duties and fulfills responsibilities as required.


JOB REQUIREMENTS:


  • Bachelor's Degree from an accredited college or university with major coursework in Business, Public Administration, or a related field.
  • Five (5) years of experience in a relevant field, including but not limited to management, analysis, or policy development.
PREFERRED QUALIFICATIONS:
  • Bilingual.
  • Excellent computer skills with Microsoft Excel, Access, PowerPoint, & Publisher.
  • Experience and knowledge with data management.
  • Experience and knowledge with case management.
  • Knowledge of public health datasets, agencies, and programs (e.g. CDC, Census Bureau).
  • Experience in grant writing and preparation of grant applications.
  • Valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Class "C" Texas Driver's License within 30 days of becoming a Texas resident. Use of your own personal vehicle may at time be required and proof of Liability Insurance will be required

PHYSICAL REQUIREMENTS:
  • Physical requirements include frequent lifting/carrying up to 10 pounds and occasional lifting/carrying up to 30 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to sitting, standing, bending and twisting to perform the essential functions. Working conditions are in an office environment.
