Migrant Resource Center Shift Supervisor - Management Analyst (Temporary) At City of San Antonio

Location: San Antonio, Texas

Job Description

Under general direction, is responsible for performing administrative professional work coordinating projects and activities between various divisions, departments, public agencies, and private sector representatives. Since March 30, 2019, the Human Services Department has coordinated support of migrant families traveling through San Antonio. Over 10,000 migrant children and family members have been served through the Migrant Resource Center and Overnight Shelter at Travis Park Church. This position will help to provide continuity in operations while the Human Services Department assigned staff are not on-site or on call by serving as a shift supervisor at the Migrant Resource Center assisting City of San Antonio staff and volunteers in serving families at the center.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.


ESSENTIAL JOB FUNCTIONS:


  • Serves as a shift supervisor of the Migrant Resource Center while on duty.
  • Assists with the coordination of the shift change process between the morning and evening shift staff and volunteers.
  • Assists with the coordination of various functions at the center, including intake, departures, medical triage, outbound travel, supplies and local transportation needs.
  • Morning shift assists with the opening of the center and transition of migrants from the Migrant Overnight Shelter at Travis Park to the Migrant Resource Center.
  • Evening shift assist with the closing of the center and the transition of migrants from the Migrant Resource Center to the Migrant Overnight Shelter at Travis Park.
  • Assists with the securing and fueling of city vehicles.
  • Ensures the facility and inventory are secure prior to closing the center and transitioning keys to the overnight shelter staff.
  • Analyzes complex data, policies, practices, systems, procedures, and develops written summaries on findings and recommendations to improve systems at the center.
  • Facilitates assigned center assignments, sets deadlines, analyzes issues, evaluates procedural efficiency, and provides recommendations to Migrant Resource Center Shift Lead or other on call Department of Human Services staff.
  • Prepares, edits, and organizes written reports and presentations of project progress and results in a timely manner.
  • Prepares materials and coordinates logistics related to Migrant Resource Center operations.
  • Represents department at internal and external information events.
  • Provides written and verbal presentations to internal and external stakeholders to increase program or project awareness.
  • Works to ensure coordination between divisions within the department.
  • Performs related duties and fulfills responsibilities as required.



JOB REQUIREMENTS:


  • Bachelor's Degree from an accredited college or university with preferable coursework in Business, Public Administration, or a related field.
PREFERRED QUALIFICATIONS:
  • Experience in working with refugees or asylum seekers.
  • Experience in emergency management and/or shelter operations.
  • The ability to speak, read and write in Spanish.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
PHYSICAL REQUIREMENTS:
  • Physical requirements include occasional lifting/carrying of 5 pounds; visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard, typewriter, and basic office equipment. Subject to sitting, standing, bending, and twisting to perform the essential functions. Working conditions are in an office environment.

  • Knowledge of various internship programs across the City of San Antonio.
  • Knowledge of workforce programs available throughout the City of San Antonio.
  • Knowledge of budget and accounting principles.
  • Knowledge of project management methods.
  • Knowledge of training techniques.
  • Skill in the proficient operation of personal computers and Microsoft Office software.
  • Ability to analyze and recommend solutions to managerial and organizational problems.
  • Ability to assist in the preparation of budgets and accounting systems.
  • Knowledge of media resources and the ability to produce quality promotional material.
  • Ability to assess data processing needs and submit requests to the Information Technology Services Department.
  • Ability to provide technical assistance and basic computer training to users.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to research a subject and translate the knowledge verbally and in writing.
  • Ability to develop, implement, and evaluate new initiatives.
