THE IDEAL CANDIDATE
The ideal candidate will possess the skills necessary to lead, support, and mentor staff on the analysis, production and monitoring of budget and financial documents in a high pressure and changing environment. Under the general direction of the Finance Director, the Budget Manager will be responsible for a variety of duties including preparation and administration of the City's operating and capital budgets, quarterly financial reports, labor forecast, revenue forecast, cost allocation plan and capital improvement plan. A background in government or municipal finance, experience with Enterprise Resource Planning (ERP) systems and advanced knowledge of the principles, procedures, and techniques of budget management is critical for success. Qualifying experience must include a minimum of five years in a supervisory capacity.
Under minimal direction, the Budget Manager manages the annual development and ongoing implementation of the City's operating and capital improvement budgets; plans, organizes, directs, and evaluates a variety of City financial activities including the work of staff performing City budgetary, accounting, revenue, and related activities within the Finance Division of the Administrative Services Department; performs related management and supervisory work; and helps assure Department compliance with applicable Federal, State, and local laws, ordinances, and codes.
This is a single-position management classification. Duties are administrative and managerial in nature and the work is highly complex. The incumbent has management authority for overseeing the day-to-day accounting, revenue, and budget- related operations of the Finance Division while also directing and implementing a broad range of related City financial activities. The Budget Manager is distinguished from lower-level management and analytical classifications in that the former is responsible for all fiscal and budget services, while lower- level classifications manage either portions of fiscal or revenue services or assist in development of segments of the city budget. Budget Manager is distinguished from the higher-level classification of Director of Finance in that the latter has broader responsibility for managing and overseeing all the activities and sections within the Finance Division.
SUPERVISION RECEIVED AND EXERCISED
Minimal direction is provided by the Director of Finance. The incumbent has extensive supervisory authority over a large and diverse group of management, supervisory, professional, technical, and other support positions whose incumbents perform accounting, revenue, and budget-related activities.

3. Screening Committee: (Pass/Fail)– Human Resources will evaluate employment applications for the minimum qualifications stated on the job announcement.
4. Interview Process: Human Resources will forward qualified applications to the hiring department. Those determined to be the most qualified candidates will be invited to participate in an interview process. The Director will review the results, if necessary conduct additional interviews, and forward the recommendation to the City Manager's Office for final action.
5.Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete LiveScan / fingerprinting and receive Human Resources approval prior to receiving a start date from the Department.
