Accountant At City of Poway, CA

Job Description

The Accountant position is an exciting opportunity for a highly motivated individual to join a talented and dedicated Finance team. If you are detail oriented and want to serve a dynamic and beautiful community, the City of Poway encourages you to apply!

The Accountant audits, analyzes, and verifies fiscal records and reports, prepares financial and statistical reports, provides information to City staff regarding accounting practices and procedures, reconciles general ledger accounts; assists in preparing the City's annual budgets; prepares year-end audit reports and schedules.


This position receives general supervision from the Finance Manager or assigned supervisor. Exercises no direct supervision over staff.

Key Responsibilities

  • Provides responsible professional and technical assistance in the administration and implementation of the City's financial, auditing, and accounting programs.
  • Prepares a variety of financial and statistical reports, including year-end reporting, budgetary, Comprehensive Annual Finance Report (CAFR), and other legal documents, and management analysis.
  • Monitors expenditures, revenues, and budget allocations to determine the City's financial status and prepares custom reports, graphs, and schedules as needed.
  • Prepares journal entries and reconciles general ledger and subsidiary accounts; prepares and distributes monthly financial statements and expenditure reports.
  • Analyzes and reconciles expenditure and revenue accounts, including bond accounts and reconciliation of bond statements to the general ledger, and reconciliation of bank statements to the general ledger.
  • Participates in and assumes responsibility for various departmental programs including financial statements, general ledger, monthly statements, and special projects accounting; conducts and prepares special studies and reports.
  • Records and maintains appropriate controls for fixed assets; assists in the City's purchase orders and accounts payable system, auditing and financial analysis, grant accounting, and special reports.
  • Maintains and monitors the City's Grant Funds and ensures compliance with rules and regulations governing the use of each grant.
  • Tracks Capital Improvement Project expenditures and allocates funds to the appropriate Capital Improvement Project account.
  • Performs annual audit of the City's Gas and Water inventories; conducts on-site inspections of said inventories, records current levels, and reconciles any discrepancies.
  • Assists in the coordination of the annual audits.
  • Assists with investments, portfolio management and cash management, debt management, new financing, annexations and subdivisions, and revenue and expense projections.
  • Participates in the compilation and preparation of the annual budget, including assisting other departments with budget preparation, providing estimated grant revenues and expenditures, monitoring expenditures to ensure compliance with adopted budget, and assisting in publication of the budget.
  • Attends meetings, conferences, workshops, and training sessions, and reviews publications to remain current on principles, practices, and new developments in accounting.
  • Maintains attendance and punctuality that is observant of scheduled hours on a regular basis.
  • Performs other duties as assigned.

Minimum Requirements/License or Certificates Required

Experience
Two years of recent, responsible experience in finance or accounting, preferably in the public sector.

Education/Training
A Bachelor's Degree or equivalent education (i.e., minimum completed California units = 120 semester/180 quarter) from an accredited educational institution with major coursework in business or public administration, accounting, finance, or a related field.

Licenses and Certifications
A valid class C driver's license or the ability to arrange alternate and timely means of transportation in the performance of assigned duties.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Examination Process

Applicants will be evaluated on the basis of relevant training, education, experience and writing skills as presented in the application and supplemental questions. The process may include interviews and/or written and performance tests. Successful candidates will be placed on the eligibility list established, which will be in effect for a period of up to six months. A background investigation including LIVESCAN fingerprinting and a verification of a valid driver's license and satisfactory driving record from the Department of Motor Vehicles will be required.


Notice: Benefits listed below assume full-time (2,080 hrs/yr) status. Benefits for positions considered less than full-time are pro-rated based upon hours and may differ from those indicated.

Vacation - Annual paid vacation as follows: 0-4 years service = 120 hrs/yr; 5-9 years service = 144 hrs/yr; 10-14 years service = 180 hrs/yr; and 15+ years service = 199.2 hrs/yr. Employees may elect to convert up to 2.5 days (20 hours) vacation per year to cash on an hour-for-hour basis when they meet certain criteria.

Sick Leave - The City provides 96 hours each year of paid sick leave. There are sick leave incentive and conversion programs available to those who qualify.

Holidays - The City observes 10 holidays and two floating holidays each year.

Flexible Benefit Plan - The City offers an IRS Section 125 plan which offers an opportunity to put aside money, on a pre-tax basis, for medical and dependent care expenses.

Life Insurance - The City provides group term life insurance equal to 1 1/2 times annual salary to a maximum of $350,000. Supplemental life insurance for employees and family members is available by payroll deduction at reasonable group rates and is portable.

Long Term Disability - The City provides long-term disability insurance equal to 66 2/3% of your income (up to $9,500) after a 30-day waiting period if totally disabled due to illness or injury.

Retirement - Benefits are provided by the California Public Employees Retirement System (CalPERS). Classic CalPERS members - 2% @ 60 formula with employees contributing 8% of regular salary. New CalPERS members - 2% @ 62 formula with employees contributing 8% of salary. Effective July 1, 2013, new members contribute 50% of the total normal cost. The City participates in Medicare, but does not participate in Social Security.

Health Insurance - Health benefit premiums for each employee shall be paid in full by the City. Dependents of each employee may also be covered by health benefit coverage, upon proper application and acceptance. The cost of dependent coverage of the medical and dental plan will be shared equally between the City and the employee for any PPO plans. The City will pay 60% of the contribution for dependent care for HMO medical plans. The employee contributes 40% of the dependent contribution.

Deferred Compensation Plan - Participation in a 457 deferred compensation plan is available to all regular employees and is voluntary with no City matching contribution. The City contributes $69.21 per pay period to a 401(a) deferred compensation plan with vesting on a graduated schedule beginning with 2 years service and becoming 100% vested after 6 years.

Tuition Reimbursement - The City may reimburse the actual cost paid for tuition, books and required technical supplies and equipment up to a maximum of $1,500 per fiscal year for eligible employees receiving a grade of "C" or better in approved courses.
