Accountant III At City of Phoenix

Location: Phoenix, Arizona

Job Description

The Accountant III position performs advanced professional accounting work, which requires the application of generally accepted accounting principles (GAAP) and sound internal controls. This position may analyze financial data and prepare financial statements and reports, calculate rates, coordinate audits, and serve as a professional accounting resource for special projects or major programs, and implement new systems or processes. May be responsible for preparing presentations and presenting information to high level executives, committees, or Boards. The Accountant III may supervise professional and paraprofessional accounting staff (e.g. account clerks) and may assist in managing major city accounting operations, such as payroll, accounts payable, accounts receivable, budgeting, rate development, grant management, and budgetary and GAAP accounting/reporting.

The City of Phoenix is currently seeking to fill positions in the Municipal Court and the Finance Department.

In the Municipal Court, this position directly manages the Court’s accounting functions and the accounting features in the Court Management System. The accounting section is responsible for ensuring the accurate reporting of all monies receipted by the Court and disbursing the monies as required by Arizona Revised Statues, City Ordinances, and other governing authorities. This position ensures policies and procedures are being followed and deadlines are being met; that Minimum Accounting Standards are being enforced; that Payment Card Industry standards are being followed; that generally accepted accounting principles are followed; and that all staff comply with software and internet policies. The Accountant III oversees the Audit & Support Division of approximately 45 employees, directly supervising one Accountant II and three Court Supervisor positions.

The incumbent in this position will have the ability to continuously improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. The successful candidate will also have well developed competencies in complex decision making, effective communication, personal & interpersonal skills, and managing projects. Knowledge of municipal budgeting process and strong Microsoft Excel skills is essential. The incumbent must be able to develop credibility quickly and build meaningful business relationships that ensures success of the Court.

This recruitment may be used by any department for any current or future vacancies over the life of the eligible list.

SALARY

$55,203 - $84,074 annually. Candidates may be hired above the minimum depending upon qualifications.

MINIMUM QUALIFICATIONS

  • Four years of professional accounting experience.
  • Experience supervising paraprofessional and professional accounting staff or experience performing advanced accounting work (equivalent to an Accountant II or higher).
  • A bachelor’s degree in accounting, finance, or other closely related field.
  • An equivalent combination of related experience and education may be considered.

An individual receiving a Conditional Offer of Employment from the Phoenix Municipal Court must be fingerprinted by the Phoenix Police Department and pass a background investigation through the City of Phoenix and the Federal Bureau of Investigation prior to commencing employment.

PREFERRED QUALIFICATIONS – The minimum qualifications listed above, plus:

Municipal Court

  • Experience communicating with middle management staff, executives, committees, or Boards, and working in a team environment
  • Experience working on and/or managing interdepartmental efforts/projects
  • Experience writing administrative reports/memos.
