DUTIES

ANNUAL SALARY

$55,686 to $81,432; $64,414 to $94,189; and $80,033 to $117,032
NOTES:
  • Candidates from the eligible list are normally appointed to vacancies in the lower pay grade positions.

An Art Center Director assigns, reviews and evaluates the work of art instructors and administrative support staff engaged in conducting community arts programs; acts as the administrative head performing responsible work in connection with administrative, fiscal and personnel matters of the art center; may act as an arts instructor; applies sound supervisory principles and techniques in building and maintaining an effective work force; and fulfills equal employment opportunity responsibilities.

REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

  • Three years of professional experience directing and coordinating an arts program with responsibility for supervising instructors and other personnel; or
  • Five years of experience instructing classes in the arts such as drawing, painting, sculpture, ceramics, photography, theater arts, dance, music, media arts, jewelry and other arts-related disciplines.
PROCESS NOTES
  • One year of experience equals 2,080 hours.
  • Some positions may require a valid California driver's license. Candidates may not be eligible for appointment to these positions if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).
  • Applicants who are currently employed with the City of Los Angeles, excluding Art Instructors, using qualifying City experience to qualify under Requirement #2 must submit with their application a City of Los Angeles "Verification of Work Experience" (VWE) form with the required signatures, verifying their experience instructing classes in the arts. The VWE form should indicate the type of work performed, dates in which the work was performed, and the percentage of time spent performing such work. The form may be downloaded at http://per.lacity.org/exams/vwe-sup.pdf (Download PDF reader). Applicants may attach the completed VWE form to their on-line application at the time of filing, or will have seven (7) calendar days from the on-line submission date to e-mail a copy of their completed VWE form to per.appdocs@lacity.org. The subject line of your e-mail must include the exam title, your name and indication it is a VWE. In the body of your e-mail, you must also include your first and last name, last four digits of your Social Security Number and contact phone number. Applicants who fail to submit their signed VWE form within the time required will not be considered further in this examination.
  • For qualifying work experience under Requirement #1, the term "professional experience" applies to positions that require possession of a degree from an accredited four-year college or university in order to obtain that position. Therefore, to be considered "professional," experience must be gained in positions after obtaining a four-year degree.

To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City Promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applications submitted during the filing period may be kept on file in the event that additional applicants need to be tested to meet hiring needs.

The examination will consist entirely of an evaluation of professional and personal qualifications by interview. In the interview, the following competencies may be evaluated: Judgment and Decision Making, Innovation, Supervision, Teamwork, Oral Communication, Written Communication, Community Relations, Project Management, including software programs used in the planning, development, implementation, and management of art center programs, activities, and operations; and Job Knowledge, including knowledge of: the methods and techniques used to plan, develop, and conduct exhibitions, arts education, training classes, workshops, film screenings, performances, theater productions, festivals, and tours; various arts activities and trends within the Los Angeles area; professional and service organizations pertaining to the arts, arts education, community relations, and professional development and networking; and other necessary knowledge, skills and abilities.

Prior to the interview, applicants will be required to prepare some written material related to the duties and responsibilities of an Art Center Director. This essay material will not be separately scored, but will be presented to the interview board for discussion with the candidate and for consideration in the overall evaluation of the candidate. Those who do not complete the advisory essay will not be invited to the interview and will be considered to have failed the entire examination. To be considered complete, the advisory essay must include a substantive response for each question or problem included in the advisory essay for which an applicant is required to provide an answer. Please note that applicants must complete the advisory essay and meet minimum qualifications as stated on this bulletin in order to be considered further in the examination process.

The advisory essay will be administered on-line. Applicants invited to participate in the examination will receive an e-mail from the City of Los Angeles outlining the specific steps needed to complete the on-line advisory essay. Applicants will be required to complete the on-line advisory essay between JUNE 10, 2019 and JUNE 17, 2019. Applicants who fail to complete the advisory essay as instructed may be disqualified.

Candidates will be notified later by e-mail of the date, time, and location of the interview, which will be held in Los Angeles. It is anticipated that interviews will begin during the period of JULY 29, 2019 to AUGUST 9, 2019.

  • The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
  • A final average score of 70% or higher is required to be placed on the eligible list.
  • In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22, and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
