Staff Accountant At City of Kyle Texas

Location: Kyle, Texas

Job Description

GENERAL STATEMENT:

Provides financial information to management by preparing, researching, reconciling and analyzing accounting data; developing and updating financial records and financial models, and preparing financial and analytical reports.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Compiles financial data and prepares schedules for revenue and expenditure projections/estimates and actual historical data for the development of operating and capital budgets.
  • Monitors and analyzes monthly revenue and expenditures for budgetary compliance. Prepares monthly, quarterly, and annual budget status reports for City's Operating and Capital budgets.
  • Establishes employee records in payroll system, enters/interfaces payroll hours approved by supervisors, and processes bi-weekly payroll in accordance with City policy and procedures.
  • Prepares monthly, quarterly, and annual payroll tax reports for filing with state and federal regulatory agencies including Form W-2 for timely distribution to employees.
  • Ensures compliance with sales tax reporting and payment requirements by preparing documentation supporting accurate calculation of monthly sales tax liability, preparing sales tax report, and processing sales tax payment.
  • Prepares journals and compiles supporting documentation including cost allocations to record accrual and or adjustments of revenue and expenditures accounts to ensure accuracy of financial information and reports issued by the Department.
  • Monitors and reconciles receipt of hotel/motel occupancy tax payments, follows up on delinquent accounts for collection, and prepares related reports.
  • Prepares asset, liability, and capital account entries by compiling and analyzing general ledger account information for various governmental and business-type City Funds.
  • Prepares financial statements and other complex financial reports by collecting, analyzing, and summarizing account information and trends; applying skills and knowledge of generally accepted accounting principles (GAAP) and reporting requirements.
  • Maintains accounting ledgers by reviewing/posting account transactions and ensures transactions are processed in accordance with City policy, applicable laws and regulations, and sound business practices.
  • Prepares and compiles financial information for annual audit or special audit for assigned area of work responsibilities, provides explanation pertaining to City's financial policy and procedures, and responds to auditor's questions/requests in a timely and accurate manner.
  • Maintains financial information and reviews financial transactions by creating and/or monitoring electronic files and/or accounting documents including accounts, audit reports, and approved budgets.
  • Completes financial projects and special assignments of moderate complexity as assigned.
  • Verifies account balances and resolves account discrepancies by reconciling statements and transactions and investigating documentation; issuing stop payments, payments, or adjustments and by facilitating discrepancy resolutions for other accounting staff members.
  • Assists departments and other customers by providing procedural/financial information and/or other information and guidance with automated or manual systems.
  • Assists in maintaining financial system integrity by adhering to internal accounting control policy and procedures.
  • All other duties as assigned.

PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of accounting principles and procedures including the preparation process for financial statements in conformity with GAAP.
  • Knowledge of financial reporting concepts and accounting practices.
  • Skill in analyzing and interpreting financial records, classifying financial data and compiling reports, processing large volumes of numerical data, and in performing mathematical calculations.
  • Skill in designing spreadsheets, utilizing word processing and database software, and operating a personal computer and related equipment.
  • Skill in preparing, analyzing, verifying, and balancing financial transactions and accounts.
  • Ability to prepare accurate financial statements and analytical reports at an intermediate level of complexity.
  • Ability to resolve problems or situation requiring the exercise of good judgement.
  • Skill in effective verbal and written communication.


QUALIFICATIONS, EXPERIENCE, AND/OR CERTIFICATION REQUIREMENTS:

  • Graduation from an accredited four-year college or university with a degree in Accounting and/or finance.
  • A minimum of two (2) years of direct accounting and financial reporting work experience.
  • Applicable licenses or certifications preferred, but not required.
  • Must possess a valid Texas Driver's License with an acceptable driving record.

PHYSICAL DEMANDS & WORKING CONDITIONS:

While performing duties of this job, the employee is regularly required to sit; use hands and fingers; reach with hands and arms; talk or hear; and taste or smell. The employee frequently is required to walk and stoop, kneel, crouch, or crawl. The employee is occasionally required to stand, sit, and climb and balance. The employee occasionally must lift and/or move up to 20 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.


While performing the duties of this job, an employee is regularly required to use written and oral communication skills; read and interpret date, information and documents; must be adaptable to performing under stress and when confronted with persons acting under stress. Employees work under typical office conditions, and the noise level is usually moderately quiet. Domestic travel for prospect recruitment, trade show and conference attendance, as appropriate.
