Driver Labourer - Airport At City of Kingston

Location: Kingston, Ontario

Position Summary
Responsible for the inspection and maintenance of airport property and the operation of heavy and light equipment and machinery.

KEY DUTIES AND RESPONSIBILITIES

Inspect and maintain various airport surfaces using a variety of heavy and light equipment and material applications (sand, anti - and de-icing chemicals applied to asphalt or concrete, etc.)

Inspect and maintain runways, taxiways, aprons and groundside paved surfaces, conduct tests to determine runway braking capabilities, presence of foreign objects that might damage aircrafts and the condition of airfield lighting systems

Evaluate the operating condition of light and heavy equipment and assess the requirement to make minor repairs or referral to City mechanics

Control bird and wildlife population(s) at the airport

Participate in the implementation of airport safety, security and environmental management systems and emergency response programs

Manage natural growth on airport property (trees, brush, etc.)

This position requires days, evening, weekends, shift work and call-in hours to meet the airport operational and customer requirements

Qualifications, Competencies
*** Note: Pay Range is based on 2019 Rates of Pay ***

High School (Grade 12) diploma or equivalent

2 years experience in the operation of heavy equipment such as a snow plow (tested)

Possess and maintain a valid DZ driver's licence with a satisfactory driver's abstract

Familiarity with airport safety, security and emergency requirements and procedures

Knowledge of the Occupational Health & Safety Act and the Canada Labour Code

Preference given to candidates with the following qualifications/certifications: Chainsaw Certification, Fall Protection, Forklift course/training, Wildlife Control Course, Runway Surface Condition Reporting Certification, Runway Friction Index Measuring and Reporting Certification, Airport Vehicle Operating Permit, Restricted Radio Operator's Licence and Possession Acquisition License

All candidates must pass the written, pre-trip and practical driving tests to move onto the interview stage

Able to perform the essential duties of the job which require major strength and mobility

Able to perform all duties in a safe and efficient manner

Able to work outside in inclement weather conditions

Able to interact with the public in a polite manner

Able to drive and operate heavy equipment in close proximity to aircraft under adverse conditions, while maintaining a strong sense of situational awareness from inputs such as radio control from Nav Canada, listening to air/ground frequencies for broadcasts from aircraft in the vicinity of the airport and radio communications from others in the work team

Able to adhere to rigid and precise guidelines and procedures, many in accordance with federal regulations

Able to decide on appropriate use of anti- and de-icing chemicals and materials to improve runway friction indices

Able to safely use a variety of bird and wildlife mitigation techniques and materials (such as pyrotechnics) to reduce the risk of a bird or wildlife strikes by an aircraft

Able to understand and practice Safety Management System processes to minimize risks to aviation safety and Workplace Occupational Safety processes to minimize injury to self or others

Operation of a vehicle-based computer system for reporting airport conditions to aviation interests

Able to interpret complex standards and recommended practices in order to determine if regulated standards are being met and independently decide on course of action if not met

Must obtain and maintain a satisfactory criminal record check at candidates' expense
