Water Operations Manager At City of Kelowna

Location: Kelowna, British Columbia

Job Description

The Water Operations Manager is responsible for operations management of the City of Kelowna water utility including domestic and irrigation water supply. Plans, organizes, leads and controls water operations, and develops branch goals, standards, partnerships, policies and procedures to ensure sustainable, safe, and efficient utilization of financial, human and physical resources. Provides input and professional expertise related to overall Branch strategic plans, objectives and goals; is a representative of the Branch to City Council. This management position actively participates on corporate teams as required and is responsible for compliance with all regulatory, policy and legal infrastructure requirements.

Duties

1. Lead water operations management, maintenance and operations

  • Develop, monitor, review and approve Branch strategic goals and objectives, standards, policies, procedures and plans and ensure alignment with Department, Division and City-wide objectives
  • Monitor and adapt internal and external customer service practices, to ensure excellent customer service
  • Manage risk through development and implementation of appropriate policies and procedures
  • Balance contract resources with in-house staff resources to maximize efficiency, safety and best use of financial, human and physical resources, and recommend, monitor and approve contracts

2. Manage Human Resources

  • 12 Direct Reports, 13 In-Direct reports
  • Develop, inspire, hire, assess, discipline and reward employees
  • Monitor branch health and safety and ensure staff have the right tools, training and procedures
  • Facilitate staff recruitment, engagement, retention and job satisfaction, and plan for succession to ensure sustainability of human resources

3. Manage Branch sustainability

  • Recommend, review and approve procedures and plans to reduce problems and ensure service continuity for external and internal customers
  • Monitor current trends and research to ensure that existing and future practices and programs are sustainable and improve safety, efficiency and sustainability plus address Council and citizen needs
  • Manage and provide leadership for operations and maintenance programs that ensure the full life cycle of assets is realized. Participate in planning, design and construction of new infrastructure.
  • Monitor and ensure compliance with environmental or other legislation, regulations or best management practices

4. Manage budget and prioritize overall branch budget requests

  • Operating budget: $5.3 million
  • Primary Responsibility
  • Who has final spending authority: This Position / Utility Services Manager / Department Director

5. Communicate and provide input and professional expertise related to overall Branch strategic plans & goals

  • Communicate and liaise with Council, senior management and other internal and external customers, including media
  • Develop, recommend and approve effective public and media communications strategies regarding water supply operations (including emergency outages)
  • Review and recommend planning needs related to future water supply and delivery needs
  • Review, recommend and approve design and construction plans to ensure sustainability (e.g. potable and irrigation water supply and distribution)

6. Support Corporate Initiatives

  • Lead and participate in corporate priority projects such as change management, CUPE bargaining, work planning, etc.
  • Lead the Branch through future amalgamations with Improvement Districts consistent with the City’s overarching plans and ensuring a smooth transitions for customers and staff.
Qualifications

Post-secondary degree in Engineering, Science or other applicable technical discipline.
Eligible for registration as a Professional Engineer.
Minimum 3 years leadership and management experience in the field of drinking water provision.
Strong management, leadership and technical skills regarding the supply, treatment and distribution of water.
Multi-tasking to manage complex projects and multiple priorities effectively; analyze problems.
Strong verbal and written communications with staff, political leaders and the public.
Ability to read and interpret technical drawings.
Budgeting procedures and techniques.
Demonstrate a civic entrepreneurial spirit by generating new, innovative ideas and development of better methods to accomplish tasks and complete projects.
