Performs customer service functions; provides information/assistance regarding human resources, accounts payable, insurance, and other City services, activities, procedures, forms, fees, or other issues; responds to routine questions, complaints, or requests for service; initiates problem resolution. Performs a variety of general accounting/bookkeeping functions, such as reconciling bank statements, processing bank deposits, updating spreadsheets, copying receipts and checks for records; coding and classifying cash receipts for posting. Receives invoices from vendors and submits to appropriate City department; receives and reviews all accounts payable vouchers submitted by departments; ensures accuracy and completeness of information and that appropriate account numbers have been identified; and keys information into the automated accounts payable system; runs reports after keying vouchers and verifies data accuracy; generates, prints and mails accounts payable checks. Maintains a variety of manual and automated data files including all vendor accounts payable files; updates account payable and other related databases as needed; ensures purchase orders are filed with correct invoices. Prepares manual journal entries and assists with month end closing activities. Assists other departments and vendors with accounts payable questions; responds to calls regarding payments and other accounts payable issues; and researches and resolves problems. Processes payroll for the City; receives and reviews completed time cards/sheets for accuracy, approval and completion; enters data into payroll system; maintains time and attendance reports for the City; submits direct deposit information to banks; folds, stuffs and distributes paychecks. Processes payments for retiree dependent medical insurance, child support, bankruptcy, Department of Labor unemployment, garnishment or other payments; receives and/or deducts payments; forwards monies to appropriate parties; maintains all related records. Prepares, submits and distributes 1099's, W2's, quarterly tax reports, financial and other reports as required; compiles data and completes surveys as needed. Processes a variety of documentation associated with City operations, within designated timeframes and per established procedures; receives, reviews, records, types, and/or distributes documentation; enters data into computer systems; logs, tracks, or maintains records regarding department activities; compiles data for further processing or for use in preparation of department reports; maintains computerized files; files, maintains, and stores hardcopy records. Communicates with supervisor, employees, federal and state government agencies, vendors, insurers and other individuals as needed to coordinate work activities, review the status of work, exchange information, resolve problems, or give/receive advice/direction. Prepares, types, proofreads, and/or completes various forms, reports, correspondence, lists, directories, logs, notices, ordinances, resolutions, records, charts, graphs, spreadsheets, or other documents. Receives various forms, reports, correspondence, logs, newsletters, policies, procedures, manuals, handbooks, directories, reference materials, or other documentation; reviews, completes, proofreads, processes, forwards or retains as appropriate. Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; attends seminars, workshops, and training sessions as appropriate. Performs other related duties as needed.
High School diploma or GED; supplemented by three (3) years of experience in accounting, human resources, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
