Job Summary:

Reporting to the Senior Project Manager, Development Approvals and leading by example, you will be responsible for the review and approval of all aspects of municipal infrastructure engineering design, including stormwater management facilities related to development projects. This will include the preparation and implementation of City of Hamilton development agreements. More specifically, as a Development Approvals Project Manager, you will:

  • Facilitate the approval of development engineering review activities and ensure they are delivered in accordance with City and Provincial guidelines, and in a cost-effective, efficient and timely manner, using a “best practices” approach.
  • Put into practice your thorough knowledge and understanding of standards, regulations and by-laws required for engineering approvals.
  • Prepare Conditions of Approval as it relates to municipal servicing for new development, and coordinate clearance of Conditions of Approval that allow for servicing and registration of development lands.
  • Prepare engineering policy and operational reports for senior staff and Council’s consideration.
  • Assist in the development and implementation of the City’s Staging of Development Program.
  • Assist in developing a multi-year capital budget that incorporates infrastructure extension projects to meet the needs of the Development industry and the City.

Qualifications:

Demonstrated knowledge of the practices and theories of Development Engineering, normally acquired by obtaining a university degree in Civil Engineering plus progressive work experience, or a diploma from a recognized community college in Civil Engineering Technology with extensive progressive work experience, or an equivalent combination of education and related work experience.

Membership in Professional Engineers Ontario, or the Ontario Association of Certified Engineering Technicians and Technologists.

Demonstrate sound knowledge in Municipal Engineering and Stormwater Management (SWM) including planning, design and construction of Roads, Storm Sewer, Sanitary Sewer and Watermain.

Investigate and recommend innovative/creative procedures and policies for improving the Section’s technical performance.

Proven demonstrated knowledge of the duties described and related experience in the land use planning process and development control with respect to municipal and private servicing, grading, drainage, stormwater management and associated environmental matters, and road design and/or a combination of education and progressive work-related experience.

Thorough knowledge and understanding of statutes, regulations and by-laws affecting the Department/Section. Working knowledge of the Planning Act as it relates to planning approvals and authority of the municipality, Section 221 of the Municipal Act as it relates to the extension of municipal services, and the cost recovery process as it relates to development projects. Knowledge and understanding of the requirements of health and safety responsibilities and duties for supervisors, as outlined in the Occupational Health and Safety Act, Sections 26 and 27.

Demonstrated ability to effectively manage a multi-disciplinary staff in a results-oriented and predominantly unionized environment. Investigate and recommend innovative/creative procedures and policies for improving the Section’s technical performance. Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public.

Well-developed written and verbal communication skills. Proficiency in the use of various computer software applications, i.e., Word, Access, Excel.

Note:

A valid Class "G" Driver's Licence with access to a reliable vehicle for use on the job.
