As the Traffic Signals Technician you will be responsible for developing traffic signal designs and ensure installation of facilities is in accordance with plans, specs and guidelines. This includes compiling internal information, producing signal plans and communicating information to external construction contractors. You will ensure design and construction must follow TAC guidelines and COE practices. You will complete inspections to verify all activities by contractors are performed to acceptable levels of quality according to COE construction and maintenance specs.

Some key responsibilities will be to:
  • Decide and identify the locations of new signal equipment and infrastructure on plans and in the field
  • Stake exact equipment locations and mark traffic loops to be installed on roadways
  • Communicate design information verbally, electronically and graphically to contractors
  • Regularly monitor construction progress and be available to resolve issues in the field
  • Authorize necessary adjustments to plans due to unforeseen conflicts in the field
  • Collect field measurements and notes; prepare sketches and compile all information for asbuilt recording
  • Perform final inspections for CCC's and FAC's. Final sign off of CCC's & FAC's are by the position, the Contractor's designated representative and the Director of Signals & Streetlighting
  • Review proposed road designs and assess existing signal infrastructure affected
  • Make decisions and recommendations of changes to signals, with respect to proposed road designs.
  • Perform prompt inspections of damaged signal infrastructure and prepare SDR's (system damage reports)
  • Evaluate existing site conditions and determine changes required to traffic signals
  • Create MicroStation CAD base plans of existing utilities, overlaid with proposed digital road design files
  • Draft details and notes on signal design plans, graphically showing changes required (new poles fixtures, pushbuttons, loops, conduit, cabinet locations, etc)
  • Prepare conceptual cost estimates based on design drawings and identify cost implications of changes
  • Practice due diligence in recording and updating COE records and legal information
  • Interpolate data from field information and compile all sketches and notes
  • UseCOE specialized software (CHICO) to record graphical traffic signal changes on cadastrals (recording process must adhere to guidelines assigned by the GeoEdmonton Utility ROW Alliance)
  • Compile and maintain a project file for each construction project (permits, purchase orders, change orders, meeting minutes, CCC's, etc)
  • Maintain the overhead sign inventory of signal related signs installed on signal poles
  • Update fixture diagrams using FITS (Fixture Inventory Tracking System) a customized Access database program and creating graphical drawings from MicroStation
  • Administer annual signal program
  • Send final signal designs to various signal contractors, requesting detailed construction estimates and ensure costs are justified and required
  • Maintain frequent contact with other utility representatives to resolve conflicts and agree on new alignments
  • Contact pipeline companies and communicate proposed signal construction
  • Apply for UMA's (unmetered power application) for each new signal requiring a new power source, using the approval process forms by Epcor D&T
  • Initiate internal documents for signatures and approvals for spending (m-documents, purchase orders, etc)
  • Communicate and circulate signal design plans internally (to IIS, Traffic Management Center, Signal Engineering, surveyors, etc)
  • Organize all documents and issue a complete package to the signal contractor for construction
  • Schedule construction with signal contractors project coordinators, IIS, developers and other interested parties
  • Justify change orders, site instructions and cost overruns as construction progresses
  • Create work orders for COE Traffic Shop, using SAP and coordinate signal related ground mounted signs
  • Prepare start-up letters and commissioning reports for new traffic signals
  • Review IIS construction utility lists and identify signal construction required
  • Review grind & paving lists and provide timely responses of traffic loops to be replaced
  • Report actual signal inventory installed after completion of the annual signal program
  • Prepare developer cost estimates and estimate letters for supervisor signatures
  • Enter signal projects and locations into Envista
  • Apply for No Cut Policy Exemption Applications
  • Other related duties


  • Minimum completion of a two year diploma in an appropriate engineering technology program, such as Civil Engineering, Engineering Design & Drafting, Architecture, Electrical Engineering, Transportation Engineering, Urban Planning or related diploma
  • Eligible to be recognized as a Certified Engineering Technologist (C.E.T.) with ASET
  • MicroStation training and/or the ability to use CAD is an asset
  • IMSA certification prior to starting the position is an asset
  • A minimum of 5 years progressively responsible experience in roadway construction and/or utility construction of which 1 year must include the planning and preparation of completed drawings, designs and maps related to signals and street lighting
  • Knowledge of the technical and engineering principles and practices related to traffic signals and other traffic control work assignments
  • Considerable knowledge of engineering terminology and techniques related to traffic signal construction
  • The ability to plan, assign, supervise and verify work assignments of subordinates and clerical staff
  • Proficiency with computers and ability to use a wide variety of software (including MicroStation, SAP Google Suite, MicroSoft apps and internal software.) to generate plans, reports, etc.
  • Ability to read and interpret complex plans and specifications
  • Must be able to perform outside work in all weather conditions
  • Ability to communicate and deal effectively with internal staff, developers, contractors and the general public and be able to enforce rules and regulations related to the work
  • Good communication skills are required for preciseness and accuracy, verbal, graphical and in writing
  • Project management skills for planning, managing and working to complete signal projects
  • Competent organizational skills, problem solving ability and must be able to work well under pressure
  • Valid Alberta Class 5 driver's license (or provincial equivalent)
  • COE class B drivers license
  • Applicants may be tested
