Reporting to the Branch Manager, Organizational Development, the Director, Organizational Development & Learning, provides leadership in the development and support of a high performing workforce. With the units of Organizational Development and Corporate Learning, the section focuses on building organizational capacity through learning; succession programs; career awareness; and employee learning and development. A total of approximately 15 full-time employees support the work of the section.
As the Director, Organizational Development & Learning you will:
Lead the team to design, delivery and assessment of corporate learning, performance development, succession and career development frameworks and programs
Assess and align the learning and development needs of operating, business and functional units
Oversee the establishment and ongoing management of performance and quality assurance measures and data collection and reporting for the section
Provide direction for the section’s continuous improvement and consistency of systems and processes
Ensure the prudent and effective use of financial resources in the conceptualization and delivery of the corporation, branch and section work
Bachelor’s Degree in Arts, Business, Adult Education, Organizational Development, Human Resources, Labour/Industrial Relations, or other related discipline. Masters Degree would be considered an asset. Equivalent combinations of education and experience will be considered
Ideally you will have a minimum of ten (10) years progressively responsible experience in a leadership role within a large, complex organization
Deep understanding of project and change management required to design, launch, and sustain employee performance programs
Expertise in creating, providing and promoting effective strategies and programs for assessing and addressing leadership and staff development
Deep understanding of how to activate systems thinking and produce impactful, organizational-wide change
High degree of business acumen; able to understand how strategies and tactics work in the municipal sector
Keen ability to influence horizontally and vertically to translate thinking into action and impact
Exceptional people leadership skills including coaching and mentoring expertise, building organizational talent, and empowering resources to achieve personal and corporate outcomes
Aligns decisions and behaviours to the Cultural Commitments of Safe; Helpful; Accountable; Integrated; and Excellent, and encourages the same in others

Hours of Work: 36.9 hours per week, Monday - Friday
Salary: $130,111.00 - $162,640.00 (Annually)
