Project Manager [Vulnerable Populations]

Number of Positions: 1

Position serves as a liaison to the Chicago Low-Income Housing Trust Fund and Continuum of Care, and administers departmental programs and special projects of a complex and technical nature, including special initiatives which assist vulnerable populations including the homeless.
DUTIES
  • Coordinate with the Chicago Low-Income Housing Trust Fund (LIHTF), a 501(c)(3) non-profit corporation and the nation’s largest municipally funded rental assistance program for very low-income households.
  • Coordinate with the department’s participation in the Continuum of Care (CoC) and CoC committees.
  • Coordinate with partner agencies, including social service providers and the Department of Family and Support Services with respect to department programs and projects targeting housing and resources for vulnerable populations.
  • Manage and supervise staff responsible for implementing programs, including coordinating the department’s support for the implementation of the Flexible Housing Subsidy Pool program, monitoring agreements and managing contractual relationships, approving and processing funding, inspecting properties as needed, and preparing reports.
  • Establish and oversee goals, objectives, policies and procedures related to LIHTF, Flexible Housing Subsidy Pool, CoC, Permanent Supportive Housing and related initiatives.
  • Coordinate with reporting staff to develop reporting on departmental accomplishments with respect to the provision of housing for vulnerable populations, including the homeless, seniors, veterans, permanent supportive housing units, tiny homes, ex-offenders/returning citizens, single-room occupancy housing, and accessible housing units.

  • Coordinate and administer inter-departmental initiatives, department programs and special projects of a complex and technical nature, as assigned, including special initiatives which facilitate housing and housing resources for special needs populations.
    This position is in the Senior Executive Service.

Qualifications
Minimum Qualifications
Graduation from an accredited college or university with a Bachelor's Degree in Social Science, Housing, Business Administration, Public Administration, Non-Profit Administration, Urban Planning or related fields, supplemented by at least five years of project management experience, or an equivalent combination of education, training and experience.
