Job Description: The Assistant Commissioner will serve as the head of the Mental Health Program and is responsible for supervising, directing, and coordinating all clinical and business operations for the city’s five mental health clinics. In addition, this individual will lead the development, execution, and monitoring activities related to professional services and delegate agencies contracting. This includes creating Requests For Proposals (RFPs); small orders and long-term contracts; working with delegate agencies to develop scopes and conducting technical assistance with such agencies to ensure optimal performance is achieved within budget and timeline; and, leading our clinics through professional accreditation and reaccreditation processes, e.g., CARF.

Job Duties/Responsibilities:
  • Manages the City’s five (5) mental health clinics, working with the two (2) Mental Health Clinic Directors to ensure quality day-to-day clinic operations
  • Designs, implements, and manages delegate agency programs and contracts that deliver mental and behavioral health services
  • Coordinates and directs work efforts towards researching new and/or more efficient technologies and service delivery mechanisms for providing mental health services
  • Develops, implements and evaluates – via staff and community partners – mental health programs and collaborative mental health-primary care efforts to increase the delivery of mental health services in the City including incorporating behavioral health services and supports, where appropriate
  • Evaluates clinics and programs for deficiencies and accomplishments and works towards improvements, where necessary
  • Supervises approximately 2 staff, directly responsible for mental health clinic operations
  • Manages organizational change for the Unit, including team building, strategic re-alignment, and human resources planning
  • Ensures rigorous evaluation of interventions, resulting in quality improvement activities, resource re- allocation (as needed), and national conference presentations
  • Fosters collaborations with other City agencies, universities, businesses, non- profit entities, health systems, and health insurers through contractual agreements, coalitions, MOUs, and other arrangements
  • Informs, assesses, and helps implement City legislation, regulation, and administrative actions to address mental health service delivery and connection to mental health and behavioral health resources, for City residents
  • Serves as a content expert and liaison to external groups as directed by Commissioner
  • Works with grant writers to develop successful applications for competitive funding from local, state, and federal government agencies, along with foundations and non-traditional sources
  • Represents CDPH and the City at local, state, and national forums on mental health
  • Works with other CDPH Division Directors and City of Chicago agency leaders to identify and execute cross-sector approaches to improving the state of mental and behavioral health services and mental wellness

    Performs related duties as required.

Qualifications
MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a Bachelor's degree. Five (5) years of work experience related to the position, of which two (2) years are in a supervisory role related to the responsibilities of the position or an equivalent combination of education, training, and experience

SELECTION REQUIREMENTS
This position requires applicants to complete an interview which will include a written exercise and/or a skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Failure to answer the question and attach the required documentation will result in you not being considered for the Veterans Preference.

Preference will be given to candidates possessing the following:
  • Experience in the Mental Health and/or Behavioral Health fields
  • Data Analysis and Research Experience
