Manager of By-Law Enforcement At City of Cambridge

Job Profile

Reporting to the City Clerk, within the City Clerk Division of the Corporate Services Department, the Manager of By-Law Enforcement is responsible for directing, supervising, managing and monitoring the work plans of a team of administrative, professional and technical staff in the development, administration and enforcement of complex public policies, bylaws and programs to support public safety and livability within the City.

What you will be doing
  • Manages the Parking Enforcement function through the contract with the Corp of Commissionaires
  • Develops policies and procedures to govern the investigation of by-law violations
  • Ensures staff compliance with provincial codes, regulations and by-laws and the consequences of contravention, including helping them prepare evidence for court prosecutions
  • Responds to complaints from members of the public regarding complaints about by-law compliance and parking enforcement
  • Proposes and promotes public notices to increase the public's knowledge of by-laws and the consequences of contravention
  • Review legislation, case law, statues, regulations, and legal publications for the purpose of keeping abreast of changes in the law and research purposes
  • Prepares, collaborates and assists in the drafting of By-Laws
  • Researches, develops and authors reports to Council
  • Ensure employees work in compliance with, the Municipal Act, the Occupational Health and Safety Act, regulations, and Corporate Health and Safety Policies and Procedures, and to take every reasonable precaution to protect the worker. Coordinates the First Attendance Program that is the early resolution for parking infractions. Ensures that Prosecutor is kept up to date with pending trials for parking matters
  • Occasionally attends court for the Prosecutor to adjourn/withdraw by-law matters
  • Provides leadership to the Parking and By-law team on daily basis
Education

Post-Secondary education in Public Administration, Business Administration or a related discipline.

Experience and Knowledge
  • Five years of supervisory experience in a By-Law environment
  • Five years of progressive experience in a similar public safety and supervisory roles
  • Qualified candidates possess sound knowledge of the concepts, practices and techniques of local government administration; in-depth knowledge of Municipal Bylaw Enforcement with the ability to interpret Municipal policies and bylaws; and knowledge and experience with legal principles and processes
  • Candidates must also have previous experience with team work planning, performance development and departmental budgeting processes
We are looking for these certificates

Professional designation as a Property Standards Officer and Municipal Law Enforcement Officer Association.

Proof of your current and valid certificate(s) and/or educational qualifications.
Supervisor Health and Safety Awareness Training Certificate from the Ministry of Labour (may be obtained post offer)
Valid G driver's license.
Current and valid Police Criminal Record and Judicial Matters Check to be provided prior to commencement in this position.
Your compensation

This position is located in Band Level 7 of the Non-Union Salary Scale and has an annual salary range of $100,473-$122,529. We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.

Hours of work

Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours per week)
