Manager, Community Planning At City of Calgary

Location: Calgary, Alberta

Job Description

If you are committed to public service, enjoy collaborating with others, share our values and have a desire to learn and grow, join The City of Calgary. City employees deliver the services, run the programs and operate the facilities which make a difference in our community. We support work-life balance and offer competitive wages, pensions, and benefits. Together we make Calgary a great place to make a living, a great place to make a life.

The Community Planning Business Unit contributes to two main lines of service for The City of Calgary: creating and recommending local area policy plans to achieve goals of the Municipal Development Plan (MDP), and enabling development through planning applications approvals aligned with the goals of the MDP. There are three divisions within Community Planning and each Manager works within a unique geographical area of the city – North, Centre West and South – to deliver these services.

As the Manager, you will contribute your management skills and expertise in urban planning and stakeholder engagement to lead your division within a dedicated geographical area of the city, and act as the main contact for Council and all stakeholders who represent their unique communities and neighbourhoods. You will lead your planning team by example, in an outcome-based decision-making model, while collaborating across formal organizational lines to ensure cohesive, seamless and customer-centric services are delivered while balancing the interests of our communities, citizens and customers. Primary duties include:
  • Foster the development of your team, encourage a supportive growth environment, and guide staff through change management efforts with agreed upon outcomes.
  • Manage Community Planning as a business and participate in the development of the strategic direction with the Director and other Managers, developing and delivering on work plans seamlessly across each geographical area.
  • Identify and address issues that will arise and may impact operations within the Business Unit proactively.
  • Develop and navigate relationships with Council, customers, communities, government bodies, and citizen engagement across the geographical area.
  • Coordinate the development (and update) of local area policies.
  • Provide management oversight and leadership on complex planning applications in a multi-disciplinary environment; accountable for division’s reports to Calgary Planning Commission and Council.
  • Oversee the administration of processes and projects within approved budgets and timelines.

Qualifications
  • A degree in Planning or a related field, supplemented with a minimum of 10 years of relevant experience, including progressively responsible supervisory experience. Equivalent combinations of education and experience may be considered.
  • Experience with associated regulatory and legislative information, such as Calgary’s Land Use Bylaw, Municipal Development Plan(MDP), Calgary Transportation Plan (CTP), and the Municipal Government Act (MGA).
  • Professional designation and membership with the Alberta Professional Planners Institute (APPI), Canadian Institute of Planners (CIP), or American Planning Association (APA) will be considered an asset.
  • As a City leader, you will model our corporate values and demonstrate key leadership behaviors: encourage open communications, focus on customer service, ensure a respectful, inclusive and accessible environment, and promote employee health, safety and wellness.
  • You are a public service leader, with demonstrated successes in the following:
    • Business acumen, strategic and analytical thinking with a focus on problem solving complex issues;
    • Encouraging effective and open communication, with a focus on customer service, and an aptitude for developing credibility with stakeholders.
